I believe what he is saying is if you built a computer 3 years ago and it played all the high end games on really high settings then, that now it will still play all the games of today but at lower settings. However the newer lower setting games will still look about as good as the older games with their higher settings.
Example - FarCry set to really high looks about as good as Crysis on lower settings.
Its something I try to explain to people all the time when they say you need to upgrade your computer constantly to play games.
To the OP: I would do what baron5 suggested. Maybe get a gtx280 if you find a deal or the gtx295 but the core216 should do really well.
