You're saying he wants to have an i7 build for $850? Possible, but only with a crap motherboard.

Does he need an OS?

Alright. Without an OS, I managed to do an i7 build for slightly under your budget (after rebates), and still get some decent quality parts.

Newegg.com - Intel Core i7 920 Nehalem 2.66GHz 4 x 256KB L2 Cache 8MB L3 Cache LGA 1366 130W Quad-Core Processor - Processors - Desktops
Newegg.com - MSI X58M LGA 1366 Intel X58 Micro ATX Intel Motherboard - Intel Motherboards
Newegg.com - OCZ Platinum 6GB (3 x 2GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Triple Channel Kit Desktop Memory - Desktop Memory
Newegg.com - Western Digital Caviar SE WD3200AAJS 320GB 7200 RPM 8MB Cache SATA 3.0Gb/s 3.5" Internal Hard Drive - Internal Hard Drives
Newegg.com - SAPPHIRE 100264HDMI Radeon HD 4350 512MB 64-bit GDDR2 PCI Express 2.0 x16 HDCP Ready Low Profile Ready Video Card - Desktop Graphics / Video Cards
Newegg.com - OCZ StealthXStream OCZ500SXS 500W ATX12V / EPS12V Active PFC Power Supply - Power Supplies
Newegg.com - RAIDMAX APEX ATX-802B Black SECC Steel ATX Mid Tower Computer Case - Computer Cases
Newegg.com - SAMSUNG Black 22X DVD+R 8X DVD+RW 16X DVD-ROM 48X CD-ROM 2MB Cache SATA DVD Burner - CD / DVD Burners
Newegg.com - Acer X193Wb Black 19" 5ms Widescreen LCD Monitor 300 cd/m2 2000:1 ACM - LCD Monitors

Total comes to $883.51 after shipping, then you get 40 bucks back in MIRs. So that's $843.51 when all is said and done.

There is some wiggle room here, but not much.

If he has a microcenter within driving distance he can shave about 30-50 bucks on the i7 depending on the sales tax.

You could save $40 by getting 3gb of ram wich should eb fine for video editing. Ram is easy to upgrade anyways if he needs more in the future

Newegg.com - G.SKILL 3GB (3 x 1GB) 240-Pin DDR3 SDRAM DDR3 1333 (PC3 10666) Triple Channel Kit Desktop Memory - Desktop Memory

I would put some of the money saved on the ram towards getting a decent case or if he plans on doing any gaming a better gpu

Newegg.com - Antec Three Hundred Black Steel ATX Mid Tower Computer Case - Computer Cases
or
Newegg.com - POWERCOLOR PCS AX4670 512MK3-P Radeon HD 4670 512MB 128-bit GDDR3 PCI Express 2.0 x16 HDCP Ready CrossFire Supported Video Card - Desktop Graphics / Video Cards

I'd put the surplus money into the HD 4670, because of ATI Stream which will be useful since he likes Video Editing

^^ Fair enough, the GPU would be the best thing to spend the money on. His case should be fine.

Though I would recommend this RAM instead: Newegg.com - CORSAIR XMS3 3GB (3 x 1GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Triple Channel Kit Desktop Memory - Desktop Memory

5 bucks cheaper, free shipping, DDR3 1600.

But now that I think about it... if he uses AMD Stream technology, he probably won't need an i7 then... or you could reciprocal it depending on which would encode faster. Agghh, look at me contradicting myself haha.

AMD Stream is great but until every program supports it having a fast cpu like the i7 will still be helpful.

I think he should stick with 6GB of memory if possible. He should just get slightly slower memory, the i7 creates enough memory bandwidth to overshadow the slower speed and or latencies.

He'll still save a little cash with a set of these.
Newegg.com - SUPER TALENT 6GB (3 x 2GB) 240-Pin DDR3 SDRAM DDR3 1333 (PC3 10666) Triple Channel Kit Desktop Memory - Desktop Memory
