Default HP P3515 MTPC

After 8 yrs it seem that my HP Pavilion begins to have problems. Several times when I switch ON there is a beep for 1 secondo, then silence for about 6 to 10 secs, then another beep and so on. The PC does not start.
The Pavilion configuration I have is: processor AMD Athlon-X2 64 Dual Core 3800+ / 2,01 GHz / 3,5Gb RAM. And considering I use it mainly for Microsoft Office and photos its performances were OK.

I was thinking to the HP P3515 MTPC I sold for 386€ in Amazon.it
Those are the data:
Serie PRO 3515 H4M89EA
Form factor Micro ATX
Processor AMD
Processor speed 3.4 GHz
Processor number 2
Hard-Disk 500 GB SATA Revision 1.0
grafic board AMD Integrated Discrete-Class, dimension 8
Watt 300 watt
DVD Super Multi
Operating system Windows 7 or 8 Professional
Considering I do not follow PC Hardware development I need a suggestion about the above mentione PC or a your suggestion about any other good PC in the range 400-500 €.
Thanks for your attention.

AMD FX-4130 3.8GHz Quad-Core Processor (FD4130FRGUBOX) - PCPartPicker United Kingdom 59.99

Crucial Ballistix Sport 4GB (1 x 4GB) DDR3-1600 Memory (BLS4G3D1609DS1S00) - PCPartPicker United Kingdom 53.99
Current price tag: 183.97
Western Digital Caviar Blue 500GB 3.5" 7200RPM Internal Hard Drive (WD5000AAKS) - PCPartPicker United Kingdom 55.99
MSI GeForce GT 640 4GB Video Card (N640-4GD3) - PCPartPicker United Kingdom 77.99

Zalman Z5 Plus ATX Mid Tower Case (Z5 Plus) - PCPartPicker United Kingdom 39.99

Grand total price would be 460.00, with shipping factored into it.

Only thing missing is dvd drive and windows 7.
You can download the windows 7 home premium iso for 30 days free use.
Once that time is up, you must buy a key to continue or be locked out.
I'm sure youll have no problem grabbing up 100.00 euros in 30 days.
