I don't know if this is an option, but some people have put together i7 builds on that budget..perhaps a 920 build is possible?

Especially if you're not buying all the parts, it's definitely possible. Though I'm wondering if it might even be worth waiting for the new Intel cpus to come out. I hear they're scheduled to be released in the upcoming months.
