Guys, thanks for the help but my friend wants to spend a bit more on his video card as this is going to be his computer for a long while after this! So maybe a really nice vid card for 160$ maybe? Thanks!

This is the best your going to get around that price.

Newegg.com - Open Box: SAPPHIRE 100154 Radeon X1800XT 256MB 256-bit GDDR3 PCI Express x16 CrossFire Support Video Card - OEM

HOWEVER I highly suggest you upgrade your budget to fit in this. After MIR it's only 10 bucks more than what you want to spend.

Newegg.com - SAPPHIRE 100186L Radeon X1950XT 256MB 256-bit GDDR3 PCI Express x16 VIVO HDCP Video Card - Retail

Not really that good. It's pretty much as fast as a 7950GT but the lower memory makes the 7950GT faster. It was the best card under 160 bucks though is why I put it up there. The X1950XT is one **** of a card though.
