Help W/Silent Case (and other components)?

I really want to know of a good, silent ~$150 PC case. Also, if you could give suggestions for heatsink/fan combo for CPU, and video card (I'm nervous about swapping the stock ones). Chassis stock fans don't matter, they will be replaced unless they are on par with the best. Also, PSU. Is it hard to swap their fans? Do they cause vibration noise? No idea. Tell me if you know. Thanks!

People usually don't swap out the psu fans. I guess technically you could change the fan in a psu. The ones that come with the psu aren't too bad if you buy from a good manufacturer.
