Help: Red Dots, Jagged Colors on Display

Mods please move if I have posted in the wrong section. My friend just built a computer and I thought I could fix the problem but we can not seem to fix the issue.

Basically the screen has red dots all over the place! He is using a dual spam view, meaning monitor extends to the right. Thanks.

think I am crazy but I guess we both were seeing ghost the problem seemed to be the monitor source was loose but we checked it previously looks like this is solved.
