Help needed on my new rig (Q9950)

I just got vista64 up and running on my new rig but my Q9550 is only running at 1.73ghz instead of 2.83.

I have no idea what to do... thanks for any help.

Biostar i45
4gb pi black
asus 4870 1gb

installed MB drivers from cd
updated windows
latest catalyst
