This build is $792 however it gets you a faster cpu as well as a better psu.

Take into consideration a change of the video card, most people are suggesting a 4890, I am assuming your little brother does not have a monitor above 22 inches. If his monitor is below 22 inches, get the build above.
If it is above 22 inches, (24 inches or higher), I suggest getting...

Getting that video card instead will provide more performance, and if you really wanted to get it, it is still in his budget, 786$ all together with the 4890.
