Default Help on Installing Windows for new build

I am ready to install windows on my new build. Since this is my first build, I was wondering in order to install windows do I have to go into the BIOS and set my first boot device as the CD ROM drive and then restart the computer to begin??

Set CD Rom as 1st boot.
Ater the files are loaded onto the HD, change the boot order to HD first.
