Help with Dell Upgrade

This wasn't getting any attention in General Upgrades so I'll put it here and see if anyone replies.

Alright. So I plan on getting a entire new system very soon, but for the future and mainly for my brother I want to upgrade this thing. Here is what I have so far. Oh, and my budget is $300.

My current PSU fan is the loudest fan I have ever heard and I have to kick the side of my computer for it to shutup.

512mb DDR333 Corsair Value $40

This will make it 1GB and no this thing can't go to DDR400.

The real problem I have is figuring out which video card to buy? Currently there is a TI4400 in here. I was thinking a 7600GS? I haven't been keeping up on video cards recently, well not the low end-mid range ones. I was thinking about getting an X1600PRO but again I have no idea which is really good? It must be AGP 4X/8x.

I'm getting a Samsung 226BW before I complete my other build so yeah, just a side note.

7800gs is the best videocard you can buy for a AGP4X/8X it costs 209 on newegg

actually the X1950PRO is the best card you can get for AGP and it retails around 230 I believe on newegg.

I only have $140 to spend. I said in my post that I had $300 and the PSU and memory are already $160. That's why I was wondering about the 7600GS. Thanks for posting my links though.
