A) I'd say that's enough RAM. I have a pair of Corsair 512MB XMS2 DDR2-800 5-5-5-12 memory modules myself. Maximal memory loads are usually around 700MB, so it seems 1GB is enough for most things.

B) It all looks compatible, but the FSB is rated at 800Mhz (it can only reach 1066Mhz under overclock). So unless you overclock, your CPU's performance will be limited by the FSB. I suggest this board instead:

C) Yes, it has two +12V rails, providing a total of 29A, so it should do.

Comments:

Personally, I don't think the E6400 is worth the money over the E6300. It's a 25 pounds difference, and the performance is similar. If you're in a budget that's a place to save money.

The motherboard I suggested is a bit more expensive, but you can cover the difference by getting an E6300 instead. The Gigabyte DS3 is an excellent motherboard.

About the memory: if you're sticking with 1GB total memory, try to find a dual-channel kit, ie: two 512MB sticks sold together. If, instead, you're thinking of upgrading to 2GB soon, buying a single 1GB module is a better idea. Up to you.

That graphics card kicks arse at a good price... and it has VIVO, too.
