Gaming/Vid Editing Rig

I'm into video editing and gaming and need a new setup (combining old and new parts) for under $400 that could edit in high-def and render quicker than my current setup.

This site (Electro Computers - Refurbish P4, Desktop, Laptop, Dell, Compaq, IBM PCs) caught my eye. They're offering an off-lease Dell Precision 650 with dual P4 Xeon 2.4 GHz CPU's, 2 GB of RAM and a 36GB SCSI HDD for about $210 CAD.

First of all, how would a system like this perform to a more up-to-date Athlon 64 X2 or Core 2 Duo setup?

Second of all the mobo in this machine doesn't support SATA or PCIe and I was wondering if there's a mobo out there supporting dual Xeon (Socket 603, I think) CPU's that also has PCIe x16 and SATA-300?

I'm almost completely lost as to what I should do about a new setup but I do know my Athlon 64 3200 just won't cut it for High-Def editing.
