Does this budget include the cost of the operating system, or is this just for the tower?

$550 is tight for a gaming computer. your next upgrades will be to get a better video card and another stick of the same ram.

$553, but there is $25 in MIR to bring it back down

Newegg.com - Antec Three Hundred Black Steel ATX Mid Tower Computer Case

Newegg.com - Microsoft Windows 7 Home Premium SP1 64-bit - Operating Systems

Newegg.com - AMD FX-4100 Zambezi 3.6GHz (3.8GHz Turbo) Socket AM3+ 95W Quad-Core Desktop Processor FD4100WMGUSBX

Newegg.com - Crucial Ballistix sport 4GB 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model BLS4G3D1609DS1S00

Newegg.com - Antec BP550 Plus 550W Continuous Power ATX12V V2.2 80 PLUS Certified Modular Active PFC Power Supply

Newegg.com - XFX HD-677X-ZNLC Radeon HD 6770 1GB 128-bit GDDR5 PCI Express 2.1 x16 HDCP Ready CrossFireX Support Video Card

Newegg.com - GIGABYTE GA-880GM-USB3 AM3+ AMD 880G HDMI USB 3.0 Micro ATX AMD Motherboard

edit: *sigh* and as usual i forgot the cd/dvd drive. thatll be another $15 bucks.

I second this PC. You can upgrade the card and RAM a bit because he doesn't need an OS as indicated from the post above.

assuming it's a legit copy of windows:

Newegg.com - Antec Three Hundred Black Steel ATX Mid Tower Computer Case

Newegg.com - AMD FX-4100 Zambezi 3.6GHz (3.8GHz Turbo) Socket AM3+ 95W Quad-Core Desktop Processor FD4100WMGUSBX

Newegg.com - G.SKILL Ripjaws Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model F3-12800CL9D-8GBRL

Newegg.com - Antec BP550 Plus 550W Continuous Power ATX12V V2.2 80 PLUS Certified Modular Active PFC Power Supply

Newegg.com - SAPPHIRE Radeon HD 6870 1GB 256-bit GDDR5 PCI Express 2.1 x16 HDCP Ready CrossFireX Support Video Card (100314-3L )

Newegg.com - GIGABYTE GA-880GM-USB3 AM3+ AMD 880G HDMI USB 3.0 Micro ATX AMD Motherboard

Newegg.com - SAMSUNG 22X DVD Burner 22X DVD+R 8X DVD+RW 8X DVD+R DL 22X DVD-R 6X DVD-RW 16X DVD-ROM 48X CD-R 24X CD-RW 48X CD-ROM SATA Model SH-222BB/BEBE - CD / DVD Burners

$540 with $25 MIR to take from that

if you want to push the budget a bit more, i would get a more standard size motherboard, perhaps:

Newegg.com - ASRock 970 EXTREME4 AM3+ AMD 970 SATA 6Gb/s USB 3.0 ATX AMD Motherboard with UEFI BIOS
