Default A friend thinking of a Diablo 3 build

My friend has an old p4 ati x600 machine. he bought diablo 3 thinking he could play it on MIN settings (he is computer illiterate) i looked at min req and he does not meet theim.

Im kinda out of touch in the comp building since I built mine...

Looking for a build to play D3 on med settings flawlessly.. looking to spend less than 400 if possible... still post if it is above (will give me ideas/he can think about his budget)
He has - Monitor, mouse, keyboard, and i think wireless card. and i may have an old case for him to use.

Thanks all!! This community is by far the best ive encountered of any forum.

BTW hittin the hay for the night will check back tomorrow!!

This should handle his gaming needs wonderfully including normal computer home/office work.
