The reason you can't get higher then 60 fps is because you prob have vsync on and therefore can't get more fps then your refresh rate...I think i got that right.

Some games do limit the max FPS you can get.

Quake 4 for instance has an FPS cap at around 60 frames per second, however i agree it's probably vsync limiting your frame rate to your refresh rate. i'm guessing you have an LCD which will be 60Hz

vsync stops "visual tearing". it's good but it comes at a performance hit.
