Default External Hard Drive.. Installation..HELP

I just got the enclosure and the 250GB HD from NewEgg.

I have difficulties to install it and have it running.

Do I have to format new hard drive?
And how should I do this? Can I do this from external enclosure?

Also... I have put HD into enclosure.. and try to plug this into PC.. but nothing happens.
(and yes. I have it in Master)

I trying both 1394 and USB.. doesn't work.

I have this case and hd.

Right click on My computer, then click manage. Under the storage tab, click disk management, if your drive is hooked up correctly and you have the power on, then you should see your drive in there. You should be able to create a partition on it from there.

I tried this.. But there no HD there...

Also light always blinks.
