About to order new rig, and haven't put together pc in 7 years, been on gaming laptops.
Can you double check if everything makes sense ?
This is mostly for gaming, never OC'ed before but I am willing to try it out with this rig.

If you're going to be OC'ing grab an aftermarket cooler.

Depending on where you are in your budget a Xigmatek Aegir or Corsair H80 would work well.
Or if you're really worried about noise a Noctua NH-U9B SE2 or -U12P SE2 would be quiet.
