does my setup work with s video out (URGENT)

I have tried everything, my laptop is a thinkad t23
and my video card is a supersavage ixc.
I know that in order to get the s video onto the tv screen you have to open display properties and attach the second screen... can you please help/inform if there is any software/drivers I can download (or roll back) to get this to work, or if my video card even supports this (the computer does have an svideo out along with a mouse s video out)
