Does this board need a bios flash?

Nope all P35 boards support Wolfdales and Quad's Natively (same with Yorkys)

As for the PSU, not sure.. 17 amps on 3 rails is ok.. but you can't combine rail amperage because of inefficiency......

I'd say its enough.. but pushing it.. try to get a Rosewill RP550-2 or an Antec TPT 650w (its like $60 on the egg)
