Do I need a new computer or can this be fixed?

Yeah opening twenty tabs will do it but your temp seems pretty low so I don't think its straining your cpu too bad. Losing your settings is a better option than dealing with a lagtop though!
 
Depends on what he means by settings. If he means losing his profile he can easily do an "Easy Transfer" to keep his whole profile. A fresh format will also rid you of all the bloatware that's been on it hogging resources.
 
sounds like the OP just needs an old fashion tune up.
Like how long has it been since he cleaned out the temp internet files? There might be 10 gb's of just those, clear out the browser cache? defrag the hard drive? a disk check?
 
If he's had the thing for 3 years a format would be a better option honestly. Windows is pretty derpy when it comes to long hauls. An SSD, extra 2GB of RAM, fresh install of Windows and he'll be flying.
 
20 tabs? You're probably capping your RAM at that point which will start transfering data to the pagefile which is inherently much slower than RAM. That combined with an old install, and possibly thermal throttling if it wasn't being cleaned will make a system seem much slower than it should be.
