Dead PSU?

I came home today and attempted to turn on my computer, but when i pressed the button nothing I mean nothing at all happend, for the past two-three weeks it would take like 10 pushes on the button to get it running. I tried the onboard start button it also didn't work, usually there is quite a large noise coming out of the PSU area, now there is this really quite whizzing noise.

I've had it for about 1 year. I did have to sometimes rip out the power cord during it running ( I know it's not the smartest idea, but it was nessesary).

Is it dead?

This setup: CPU 3500+, MOBO DFI LANPARTY ULTRA-D NF4, ONE GIG samsumg ram, 7600GT KO EVGA.
 
Maybe not dead but definitly not working right. And, anytime a PSU isn't working correctly == Very bad. I would RMA immediatly.
