but there is also a 266mhz difference. so the 1066 sticks will perform better.

Did the OCZ 1066 chips just go on sale? I looked at all 2x2gb ocz last night and they weren't that cheap. But the e7400 has a 10.5 multiplier so I wouldn't really think their necassary. Though I guess they would be good if he ever got a low multi chip for some reason or if the timings can be tightened. For instance my OCZ 800 at 750 will do 4-4-4-10 from stock 5-5-5-15. Speaking of timings will the patriot ram do 1T? In any case I have no experience with Patriot ram but either choice looks good.
 
That would be out of his budget, would need to jump up to a intial $900 and not get a extra hdd or downgrade the gpu. You can get Newegg.com - Intel Core2 Quad Q9400 2.66GHz 6MB L2 Cache LGA 775 95W Quad-Core Processor - Processors - Desktops $230

That would keep you around your budget. And I would definitely get the 1066 ram with that because of the low multiplier.

If you did really want a i7 you could save a bit by just getting 1x4830 or a 4850. With that and either only 3gb of ram or a Gigabyte x58 with only 4 ram slots you could do it for about $800.
