Default CPU Heatsink Problem

I ordered http://www.newegg.com/product/produc...82E16835118019 and when i plug everything in and turn on the computer for a few seconds to see if the fans work, all but this one works. Anyone know what i'm doing wrong or is it a matter of letting the computer be on for more than 5 seconds in order for the fan to turn on.

Did you plug the power into the motherboard?

yes, i figured it out btw, I think my mobo has the CPU fan off by default so i found another 12v(i think it was something like that) output on my mobo. Later i will go to bios and turn on CPU fan and switch it up.
