for applying here is what arctic silver says to do, its the line method:

for swaping boards i think it might just have some driver problems but once you uninstall all your old ones and get the new board ones i think it should be good

yea, chipset, onboard stuff/etc but the PCI and all other "off board" devices and external devices, should be fine.
