Default Clean install necessary with installation of new graphics card?

In order to get the best results from my new graphics card will it be necessary to perform a clean install of windows? What all must I do to have the card work as well as possible from the transition from my old one?

vid cards performance should affected by the status of your current os installation.

That said, a fragmented hd, coupled witha system with inordinate amounts of boot up system components could affect overall system performance.

Doing a complete uninstall of the prior vid card is the only thing that should be of actual direct effect.

edit: "performance should affected" should read "performance should not be affected"

No, you do not have to re-install windows for a new video.

Just delete any and all videocard drivers (some do it in safemode to be sure), restart, shutdown, install video card, and install new drivers. That's it.

You only need to re-install Windows, when changing out major components such as the motherboard.
