You'll get more bang for your buck with a desktop, yes. It's up to you if you'd rather stick with a laptop or go with a desktop build. More power or more mobility - it's mostly up to you.

If you want a laptop still, I can check out Amazon for a decent one and see what I find.

You're on a public forum - other people are allowed to give their input if they want to.

Would you need a monitor, keyboard, mouse, and OS included in the $600 budget?

Alright. Not including OS, monitor, mouse, or keyboard:

CPU: Intel Core i5-4460 Haswell Quad-Core 3.2GHz LGA 1150 Desktop Processor Intel HD Graphics 4600 BX80646I54460 - Newegg.com - $180
Mobo: ASUS H81M-K LGA 1150 Intel H81 SATA 6Gb/s USB 3.0 Micro ATX Intel Motherboard - Newegg.com - $57
PSU: CORSAIR CX series CX500 500W ATX12V v2.3 80 PLUS BRONZE Certified Active PFC Power Supply - Newegg.com - $65
RAM: G.SKILL Ripjaws Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1066 (PC3 8500) Desktop Memory Model F3-8500CL7D-8GBRL - Newegg.com - $67
HDD: HGST Ultrastar A7K2000 HUA722010CLA330(0A39289) 1TB 7200 RPM 32MB Cache SATA 3.0Gb/s 3.5" Enterprise Hard Drive Bare Drive - Newegg.com - $85
Case: NZXT Source 210 S210-001 Black “Aluminum Brush / Plastic” ATX Mid Tower Computer Case - Newegg.com - $40

GPU:
MSI N760-2GD5/OC G-SYNC Support GeForce GTX 760 2GB 256-Bit GDDR5 PCI Express 3.0 SLI Support Video Card - Newegg.com - $210
or
SAPPHIRE Vapor-X 100364VXL Radeon R9 270X 2GB 256-Bit GDDR5 PCI Express 3.0 CrossFireX Support OC WITH BOOST Video Card - Newegg.com - $175

Closer to $700... so if you can't foot that, then substitute the i5 for this CPU:
http://www.newegg.com/Product/Produc...82E16819117374 - $70

Would you say the video card is more important than the processor? Would lowering the processor affect the gaming much?

Downgrading from the i5 to the G3258 shouldn't affect gaming much, no. The GPU is what handles rendering/processing the game for the most part.

+1 to carnages build BUT this psu: SeaSonic M12II 520 Bronze 520W ATX12V v2.3 / EPS 12V v2.91 SLI 80 PLUS BRONZE Certified Full Modular Active PFC Power Supply - Newegg.com

The cx line from corsair is meh, and Seasonic actually make the better Corsair models anyway.
