Cheap Gaming Pc

My neighbor would like to build a cheap as possible gaming pc....he has a monitor...keyboard... mouse.... speakers... dvd drive and case...it needs to be able to play all the source engine games and anything over that would be a plus.

He needs
Motherboard......reliable one
Power Supply......reliable one
CPU
GPU
Ram
OS....which will be xp

What is the best he can do?

Get that card instead.
My 8600 GT back in February cost more then that, I also had to pay for shipping -.-
