How does one change the fan speed ? because my CPU fan is stock and very loud, wish i could turn down the RPM sometimes.

You can try downloading SpeedFan and adjust the fan speed from there. Or you can buy a fan controller.

Speedfan is a little dodgy. For the $18 or whatever it is. a external fan controller is a great investment, especially when you buy those 100+cfm fans.

I would get the Sunbeam Rheobus which can be found on like SVC or Newegg for very cheap, if you were to get a fan controller.

But yeah, if you get SpeedFan working correctly, your stock cooler is going to cool poorly.. You're sort of screwed either way.. You could always invest in a cheap, quiet CPU heatsink too.

The Zalman cnps9900 I think it is?? can be found for $40 on sale and comes with a speed controller. It is also about 10x quieter then the stocker.
