Buying budget PC, need help

This PC is 540$. Would I be able to get constant 60fps on medium-high settings on 1920x1080 resolution in games like Skyrim, Bioshock infinite and BF4?
CPU FM2 AMD Athlonâ„¢ X4 Quad-Core 750, 3.40GHz Tray 65W
DDR3 4GB 1600MHz Silicon Power
AMD Radeon R9 270X Powercolor 2GB
HDD SATA3 7200 1TB Seagate Barracuda

The second PC is 470$ and has 8GB of RAM, the same CPU and an AMD R9 260x Sapphire 1GB. How much would the downgrade affect the framerate? Should i invest 70$ to get the other one?

The 270x is a lot more powerful than the 260x. I would see if you can get 8GB of RAM in the 270x powered machine.

Ok then, i guess i'll taking the first one.
But what do you think about the framerate i would get on Bioshock and Skyrim?

Should be fine as long as you don't get too crazy with the mods on Skyrim.
