If it doesnt even start up, i would recheck the wires going to the front panel. Its REALLY easy to mix those up in which case the power button doesnt even turn the machine on. I've built many many machines and i still occassionally do this on new boards. I really wish they would label the front port pinout better.

i think i found the solution to my problem!!
found this on a website and it describes my exact problem!
what is it?
Problem: The power LED comes on but the PC does not boot, there is no display on monitor.

Solution: Check if the processor is firmly into the socket. Check CPU jumpers to verify if CPU frequency is correctly set.

yeah that and make sure that the front panel connections are in place like VW said.
your fans arent coming on, eh?
do you have them plugged into the mobo? if so, check your mobo and cpu power connectors.
plugged into the PSU directly?
check the front panel wires. almost certainly.
or your whole system could be burned to a crisp.

just kiddin. its probably a loose wire.

ps do cpu's have jumpers to set the frequency...? im going to have to say not for at least the last couple or three years. i could be wrong.

the long connector will be obvious thats the mobo power.
i dont know if that mobo/psu has an 8 pin cpu plug or a 4 pin.
look on your mobo, it should be close to the cpu socket.
it will have 4 pins or 8.
