Default build a pcb mobo?

is it possible to make a pcb mobo? I dont want it to be that good, maybe it will handle win3.1. I want it to have an arm/intel processor. Im just thinking, ill maybe do it when i grow up.

Note: I dont mind stripboard or veroboard

You could make your own motherboard if you really wanted, but you'll find that you are limited to two layers unless you come up with a design and find a company willing to print you a multi-layer board...

In all honesty, it is cheaper just to buy than to pay a company to make a single mutli-layer board.

If you want a small board, there's DIY kits or even just a Raspberry Pi you could mess around with.
