would it be a smart idea to pick up a CPU Cooler? also he already has the RAM and it it's corsair vengeance.

Stock cooler should be fine. I don't see RAM in the list though.

Honestly if your friend isn't going to OC there isn't a point in spending extra money for the K CPU and Z87 board. That's just my opinion though.

Swap the SSD and PSU for these.
