Bluetooth question- OS or no OS

Hey guys i just have a quick question. If i were to be building a computer and want to implement a bluetooth keyboard/mouse, would i need to install the OS first with a wired KB/mouse or is it possible to do it with the bluetooth so i do not have to double purchase those items
