A 7600GT; You'll max out BF2 with 60-ish FPS, and should be able to get HDR on HL2 also, but maybe on lower FPS.

Yes, 430W PSU is fine, as long as its a reliable aftermarket PSU. If its the case PSU, then no way. Might you know the Amps on the +12v rail? If you don't, they're on your PSU.

Thanks for all the help guys, i wasnt going to turn on HDR, just seeing if it could do it. Its just for weekend gaming and homework and stuff (i like to run alot of apps though)
My PSU is an Antec Smartpower 2.0
