Even thought the 4600+ he posted is 90nm, it will consume the same power as the Brisbane because it is energy efficient

Standard 4600+ consume 89W max
Energy efficient 4600+ consume 65W max
4800+ (Brisbane) consume 65W max

but the Brisbane's are known for better overclocking and as been stated 65nm is better than 90nm
