Both are Asking $450 but #2 says OBO on his, So I could get it for $400 maybe... I am leaning to the C2D system, only thing holding me back is the 7950GT OC in #1

Two 7600GTs in SLI, is probably comparable to a 7950GT.

The first build is overall, a better performance machine than the second, because it has a Core 2 Duo, more hard drive capacity, and a monitor.

It doens't mean that the first won't take an offer either. If he's desperate to sell it he might take 400. Doesn't hurt to offer. If he says no then go to 425.
Don't be afraid of silence. Put your offer down and then stay shut until he comes back. People generally don't like to say no twice unless they really mean it.
