Acer and BenQ both have 2ms response time 19" LCDs for under $250. I got the one from Acer for my new rig. Just do a category search on Newegg for 2ms monitors.

In my opinion, all monitors are really the same, im not as picky as most people, so i just go for which one looks the best, and is price efficent
