Default Benefits of TOTL GPU???

Lets say someone buys the all new hd5970. What would the benefit be between that and lets say a hd5850 in terms of frames per second?

I was researching monitors and found out that the refresh rate of the monitor is so high and that is the highhest amount of frames we will be able to see with that certain refresh rate.
ie An LCD monitor at 60hz refresh rate will only be able to display 60 fps even though the CPU and GPU are capable of displaying more.

So my question is, would I see a noticeable difference between the two cards in way of fps if my screen would only allow me to 60 fps on both cards? Or is there more to it?

That only depends if you have V Sync enabled, most games have this option where if you enable it the FPS will be limited to the refresh rate.

If its not enabled FPS can be higher than the fresh rate.

If you wanted to know FPS differences between cards just google the card then "review"
