My old APC-UPS ES 500 is only providing 300 watts and has an old battery or isn't powerful enough to keep up with my new rig (no longer works). I'm now running Corsair 550 PSU with Q6600 OC'd to 3.6 and a 9800GTX OC'd gpu. Should I assume the battery is bad, or should I get a more powerful Backup?

It will power it but only for a very short time. Possibly long enough to save and properly shut down everything. If it's old then maybe not even enough time. The battery wears out after prolonged use.
I have the CyberPower 1285AVR and it lasts about 45 mins to 1 hour with my OCZ GameXStream 800W PSU. That thing has saved me so many times I've lost count.
