I have two different sources for the voltage of a PSU.

They're for the same PSU. Which is more accurate?

That is for This case..

Should my friend get a new PSU, or is that one just fine?

Can't tell your numbers, links are broken.

And it depends on his computer.

At a minimum, I would say 400watts with 18A@+12v. If hes running AMD64, or a new intel, with a nicer newer card... obveously more wattage, and more like 24amps as your minimum.
