Computer energy gets more efficient as time passes [it does not make sense you will never a more powerful psu to be "future proof" now does it]
a Q6600 uses much more energy than a 2nd gen i5

his build is more low end than high end, so I would have spent part of the psu cost into a better cpu

While they may get more efficient they also get more powerful. More Powerful requires more energy, just because it's using that energy more efficiently doesn't mean it's using less energy. It is using less energy than it would with older technology.

And old cpu used 75 watt, if it's performance could be boosted to modern levels it would use 200 watts (I'm making this numbers up as an example). The modern cpu is more efficient than the old cpu because it only uses 95 watts to achieve this level of performance, but it is still using more energy than the old cpu.

And a low end system still needs a reliable power supply to operate with stability.
