Are 4x512 meg sticks of ram faster than 2x1gig sticks.

Somone told me once that 4x512 sticks of ram would be faster than 2x1gig sticks that had the same speed. Is this true?

I concur. The reason for this is because of the speed of the bus. Theoretically, the path from the Processor to the Memory is fast going to be fast enough that it should never be saturated, but if such an event were to theoretically occur, two would be faster than four by a factor of two because the data path would only be being used by two modules instead of four.
