Hmm, looks like you don't know Effective/real clock speed is, I'll gladly explain it

Real clock is the 1045 you see in your program, effective is the 3.6ghz (because of the GDDR5 you multiply by 3. something).

It really runs at 1045, but its effectively 3.6ghz because of the GDDR5 (kind of like extra cores, when people who don't know any better multiply it)
 
gDDR5 is actually QDR (quad data rate) so you multiply by 4. It looks like your card comes with a slight OC as its effective memory clock is 4180MHz
 
yep, its similar to your RAM speed, for example when you buy ddr800 ram, really both modules are only at 400MHz but 800mhz effective, works the same way with your BUS speeds.
