Probably. I don't see much in the way of game releases that'll be too demanding, besides anything crysis related, or maybe FC2. unless he plans on getting a 24" monitor I don't see a reason to worry.

And you can always voltmod/oc the 4870 for increased performance.

will there be a big difference between the 1gb and 512mb version of the 4870? because right now the 1gb version is not yet available in our area i can tell him to hold out for the 1gb version.so do you guys think there is a big performance boost?

^Yes, the 1GB one will not preform as well as the 512MB one.
