Do you need a monitor for it, or do you have one already?

Desktop i5-4440 - ASRock Z77 Extreme4 - EVGA GTX970 - 4x4GB 1600MHz - Samsung 850 EVO 250GB - Be Silent Base 800 - 3TB+1TB+1TB+640GB
Laptop i7-3740QM @ 2.7GHz, 2x4GB 1600Mhz, GT640M, OCZ Agility 3 120GB

On that budget you can't really get a 'high-end' computer. The OS is 100, the cpu is 300, the gfx card is at least 300, the mobo is at least 150, the hdd and optical drive will be 150.
That's your budget used up already, and you still need a psu, ram, case, monitor, keyboard and mouse, and speakers.
