Windows restarts with 2x2gb sticks

If those are the specs of the ram then, set it to 1.9v and change to those timings too.

Advance> Chipset> NorthBridge Configuration> Configure DRAM Time by SPD: SET to Disable. Options to set timing should appear.

Also what Ram slots are you putting your ram? Does your bios even detect all 4gb of your ram?
 
I have lowered the frequency to ddr2-667 (and 553) and the voltage to 2.1 and the same thing happens. It gets to the login prompt and restarts. I have the ram on slots DIMM1 and DIMM3 (both yellow) and tried them both on the black slots (DIMM 2 and 4) (same combination of settings, auto, DDR2-667 (553) and 2.1 v)

Always the same thing.

It must be something super small that I am missing
 
Try dimm 1 and 2. yellow and black together.

Have you tried both sticks separately yet? Maybe 1 of them has errors.
 
It turns out one of the sticks do not work... I can't beleive I never thought of it... Off the the computer store I go tomorrow!!

When you say restarting. Is the computer rebooting, or are you getting a BSOD when you boot with all 4 gigs in?
