Windows 2003 server install freezes.. Believe to be hardware issue

Hello,

Im trying to install Windows server 2003 on a machine.

Celeron 2.1Ghz
512mb DDR
pci 64mb graphics card
40 gb seagate hd
430watt psu

When installing, it goes through the initial drivers install, raid if needed, etc...

It then freezes when this is displayed on the bottom right of the screen.

"setup is starting windows"

I can hear the hd stop spinning, and the cdrom stops.

So far this is what i have done.

- Tested memory in different machine, as well as use known working memory in problem machine.

- Tested HD in another machine.

- Installed windows 2003 server on different machine.

- Ran video card in other machine fine.

- Disable System cache
- Disable video shadowing
- Adjust bios date

The motherboard is a cheap ass ECS board. PT800CE-A.
Mobo Specs

Im going to flash the bios right now, hope that works. Anyone have any suggestions?

The mobo and cpu are brand new, retail.

Any ideas?

Also, the bios updates from the ecs site are all f'd up. The program shows all ?????? (series of question marks). Thats supposedly the USA file, not the tawain file. I cant seem to find a different bios set.
