When to load Windows XP

I finished building a new computer,all the components are installed and I
wonder what the next step is ?

Should I load Windows XP immediately or is it a must to set up all
the features in the BIOS ?

I understand that Windows XP can do the partition and formatting of the
had drive.

The bios should be fine by default unless you are planning to overclock, in which case you'll want an OS installed so that you can test stability anyway.
