Are you even experiencing any performance issues or are you just assuming you have a bottleneck?

I'm not even sure the chip being a stock speeds is a bottleneck or if it is, a huge one.

There aren't any performance issues, I was just wondering what I should upgrade to make the most performance difference. I overclocked my processor to a stable 3.3Ghz.

I'm not sure what's safe as far as voltages, the normal voltage was 1.325, and I have it at 1.35 now, how much higher could the voltage be safely set? I got errors when I set the voltage to 1.4, the fsb to 355, the multiplier to 10, and the memory multiplier to 2.

COD4 is laggy now with the same settings... do I need to change something for my graphics card now?

No it just means the CPU speed is not constant and stable. Try turning off CoolNQuiet and see how that works.
